Grants and other financial assistance

18  Social housing grants

(1)     [The Welsh Ministers] may make grants to registered social landlords in respect of expenditure incurred or to be incurred by them in connection with their housing activities.

(2)     [The Welsh Ministers]. . . shall specify in relation to grants under this section—

(a)     the procedure to be followed in relation to applications for grant,
