86  Power to make transitional or saving provision

(1)     The Secretary of State may by regulations make such transitional or saving provision as the Secretary of State considers appropriate in connection with the coming into force of any provision of—

(a)     Parts 1 to 5,

(b)     section 68, . . . 70 or 71,

(c)     section
