17  Regulations and orders

(1)     Regulations and orders under this Part shall be made [by a Minister of the Crown[, the Scottish Ministers or the Welsh Ministers]] by statutory instrument.

[(1A)     Any power of the Department of Justice in Northern Ireland under this Part to make regulations or an order is exercisable by statutory rule for the purposes of the Statutory Rules (Northern Ireland) Order 1979.]

(2)     An order under section 1(4), 5(1) or 13(1) may not be made by a Minister of the Crown unless a draft has been laid before and approved
