Local authorities have some responsibilities regarding care funding and it is that area that causes major discussion, they also have liabilities in respect of contributions towards housing costs and council tax.

Who is actually responsible for contributions to housing costs has been somewhat clouded by the Welfare Reform Act 2012 (WRA 2012). Universal credit has been introduced to replace other benefits such as housing benefit for those of working age. Universal credit is available to those on benefits or a low income and can include an aspect for housing costs.

Universal credit

Universal credit is to replace such payments as income support but, for older clients who are past state pension age the application is still for housing benefit. The purpose of universal credit is to help people who are in work as well as those out of work and/or on low incomes.
