The requirement that all members of the union shall be entitled to vote in a merger ballot prima facie means that all full or ordinary members of the union shall be entitled to vote; where the union has different classes of membership-limited members, associate members, retired members, and so on, then in principle it is for the union itself to decide whether such lesser classes of membership carry voting rights
