In order to work in Ireland a non-EEA National, unless they are exempted, must hold a valid Employment Permit. The Department of Enterprise, Trade and Employment administer the Employment Permits System. The EEA comprises the Member States of the European Union together with Norway, Iceland and Liechtenstein.

Applicants for a Stamp 4 immigration permission are no longer required to obtain a letter of support from the Department of Enterprise, Trade and Employment (DETE), as from 30 November 2023. Such applications and checks will be handled entirely by the Department of Justice. Note that holders of the Stamp 4 permission are eligible to live and work in Ireland without an employment permit. With effect from 3 April 2024 changes to eligibility requirements have been made so that employees residing in Ireland on a Stamp 1 or Stamp 1H permission can apply for an upgrade to Stamp 4 on completing:
