What does Vertical direct effect mean?

Vertical direct effect is an EU law doctrine that enables individuals to invoke EU law before the national courts against a Member State.

The vertical direct effect doctrine applies not only to Treaty provisions, but also to regulations, decisions and directives. In the context of vertical direct effect, the CJEU adopts a broad interpretation of the concept 'state', covering all emanations of the Member States that hold different forms of public authority.
